Cleanup in Vulnerable Communities Initiative (CVCI)

California Department of Toxic Substances Control (DTSC)

What does it fund?

The Cleanup in Vulnerable Communities Initiative (CVCI) provides funds to investigate, mitigate, and/or clean up sites slated for redevelopment and reuse in disadvantaged and low-income communities, including brownfields. The funding will facilitate site cleanups and mitigation projects that help improve public health by reducing community exposure to potential contaminants and advance redevelopment projects designed to improve infrastructures, increase commercial investment, and subsequently increase job growth for impacted communities.

Who is eligible for funds?

Applicants who are eligible to receive funds include nonprofit organizations, local governments and Tribal communities, which may contract private environmental specialists to provide technical assistance and guidance on site investigations, cleanups, mitigations, and community engagement. State-regulated projects that identify and assess contaminated project sites are also eligible.

How does this program provide benefits to priority populations?

90% of funds will be spent on site investigation and cleanup projects in low-income and disadvantaged communities to reduce the number of neighboring contaminated sites that pose a substantial public health risk and prevent infill redevelopment of brownfield sites that may help rebuild impacted communities.

How do I access funds?

Funds may be accessed through a statewide competitive application process.
