Charging and Hydrogen Refueling

What does it fund?
Funding will support the deployment and demonstration of pre-commercial and commercial zero-emission medium- and heavy-duty vehicle charging and hydrogen refueling infrastructure within the California freight system, transit bus fleets, school bus fleets, and other transportation sectors, including off-road freight transport. The CEC will use a complementary approach of block grants (i.e. EnergIIZE Commercial Vehicles) and in-house funding solicitations.
Who is eligible for funds?
Public and private entities with a business presence in California.
Individual in-house funding solicitations and block grant funding lanes may have a specific target audience. Refer to individual solicitation manuals and block grant Implementation Manuals for eligibility information.
How does this program provide benefits to priority populations?
At least 60 percent of funds will be allocated to priority populations projects in and/or benefitting low-income and/or disadvantaged communities.
Individual in-house funding solicitations and block grant funding lanes may have specific low-income and/or disadvantaged community requirements and/or evaluation criteria for project eligibility. How do I access funds?
Apply through a statewide competitive process. Block grant funding lanes may be either first-come, first-served, or a competitive application process. Refer to individual solicitation manuals and block grant Implementation Manuals for information on how to apply for funding.
Funding Timeline
Funding concept workshop will take place in late June or early July 2024. Staff will present concepts to solicit public feedback. Additional workshops may be presented in Q3. Public comment period is two weeks.
Q3 and Q4 – Solicitations will be released, followed by Pre-Application Workshops to discuss eligibility and the application process.
EnergIIZE Commercial Vehicles block grant funding lanes launch once per quarter.
• EV Jump Start - This equity-focused funding lane will launch in Q3 2024.
• EV Public Charging – This funding lane focuses on public and/or shared direct-current fast charger projects (with power levels of at least 150 kilowatts) and will launch in Q4 2024.
