What does it fund?

Previously known as the Low Carbon Economy Workforce Program, this program funds climate-focused projects that meet the requirements of CWDB’s High Road Training Partnership (HRTP) model. The goal of the High Road Training Partnerships model is to fund training partnerships with high-road employers to directly increase the number of skilled workers from underserved populations in high-quality jobs in priority sectors.

Eligible project types fall into three categories: Planning and Development, Training Implementation, and Expansion.

Who is eligible for funds?

Industry-based training providers, labor organizations and labor-management partnerships, community-based organizations, public education entities and training providers, workforce intermediaries, and local workforce development boards.

How does this program provide benefits to priority populations?

The program prioritizes projects that provide quality jobs and upward mobility for residents of disadvantaged communities. Projects will provide comprehensive, high-quality workforce development to priority populations, including job training, supportive services, and placement assistance.

How do I access funds?

Applications are submitted through a statewide competitive process. The CWDB utilizes Cal-E-Grants for electronic application submission.

Available funding opportunities are posted on the California Grants Portal and shared via CWDB newsletter and EDD Information Notice.
