What does it fund?
AB 617 Implementation Funds help air districts establish and administer their Community Air Protection Programs. The Community Air Protection Program was created by the passage of Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017). It is one of the most essential tools CARB and air districts have to reduce air pollution emissions and exposures in neighborhoods most impacted by air pollution. AB 617 requires CARB and local air districts to work together with community members, community-based organizations, environmental justice organizations, state and local governments, regulated industries, and other key stakeholders to develop and implement Community Emission Reduction Programs (CERPs) for each community selected for the Community Air Protection Program.
Air districts use AB 617 Implementation Funds for program activities such as: establishing and supporting community steering committees (i.e., interpretation, facilitation, room rental); developing, implementing, and reporting on Community Emissions Reduction Programs including staffing; outreach and engagement; developing and implementing strategies; and enforcement. For monitoring efforts, this includes procuring, deploying, verifying, and displaying air monitoring equipment or data, and implementing Best Available Retrofit Control Technology (BARCT).
Who is eligible for funds?
CARB staff allocates the funding to air districts to administer these funds for the fulfillment of Community Air Protection Program goals.
How does this program provide benefits to priority populations?
Funds are used to support air district activities in AB 617 communities, which aid efforts to reduce air pollution for priority populations. To date, 19 communities, across six districts, have been selected for the CAP Program. The 19 selected communities are home to about four million people and make up almost 25% of the State’s priority populations. Blueprint 2.0, approved in October 2023, also directs air districts to focus resources on the 64 Consistently Nominated Communities that have not yet been selected for the program.
